“Doc, are Senior Citizen or PWD discounts valid in vet clinics?”
Here’s the clear and correct explanation.
1. The Law Covers Humans — Not Animals
The Senior Citizen Law (RA 9994) and PWD Law (RA 10754) were created for human medical services, such as:
- ✔ Doctor consultations
- ✔ Human medicines
- ✔ Human laboratory tests and procedures
Veterinary services are not included, because:
- ➡ The patient in a vet clinic is the animal, not the cardholder
- ➡ The discount applies only when the service is done for the person using the card
So legally, veterinarians are NOT required to give Senior or PWD discounts.
2. Can a Vet Still Give a Discount? YES — But It’s Optional
A clinic may still choose to give a courtesy discount out of kindness or goodwill, but it is:
- Voluntary
- Based on clinic policy
- Not mandated by law
- Dependent on the clinic’s ability to sustain its operations
Vet clinics have high costs — medicines, supplies, diagnostics, rent, staff, and equipment — so each clinic decides what is financially reasonable for them.
3. How to Explain It to Clients in a Simple, Respectful Way
Here’s a friendly and clear line you can use:
“Ma’am/Sir, Senior and PWD discounts apply only to human medical services.
Veterinary services are not covered because the service is for the pet, not the owner.
But if our clinic can extend a courtesy discount, we’ll gladly do so.”
This keeps the conversation polite and easy to understand.
4. Why This Matters
Veterinary clinics often operate as small private practices.
If they are forced to follow discounts not required by law, it may affect:
