New tax on savings: Bakit maraming veterinarian ang tatamaan ng CMEPA?

Imagine this:

You worked hard for years.
Saved what you could.
Deposited your earnings in long-term time deposits for security—para may pang-retirement, pang-hospital pag nagkasakit, pang-clinic expansion.

Then one day, the rules changed.

Because of the new law Republic Act 12214, also called the Capital Markets Efficiency Promotion Act (CMEPA), your savings will now be taxed—kahit na pangmatagalan pa ito.

Let’s break it down:

ANO ANG BINAGO NG CMEPA?

Dating sistema:

  • Regular savings – 20% tax sa interest (Walang nagbago.)
  • Time deposits (below 5 years) – may tax pero depende sa tagal:
  • 5% to 20% ang tax depende sa maturity
  • Time deposits (5 years or more) – TAX-FREE
  • Pag-IBIG, SSS, GSIS savings – TAX-FREE (gusto nila sa gobyerno lang mag invest)

Ngayon:

Lahat ng interest income sa banko—kahit 5 years pataas—ay may 20% tax na.

Yes, kahit matagal mo pang hindi gagalawin ang pera, tatagain pa rin ng buwis ang tubo nito.

ANO ANG EPEKTO NITO SA MIDDLE-CLASS VETS?

1. LESS GROWTH FOR YOUR HARD-EARNED SAVINGS

Kung veterinarian ka na masinop at nag-iipon sa banko sa time deposit, mababawasan ang kita mo sa interest. Dati, kapag 5 years or more ang term, tax-free ang interest. Ngayon, babawasan ng 20%. That’s thousands of pesos lost—pera na sana para sa clinic renovation, bagong ultrasound, o pang-family emergency.

2. PARANG PINARURUSAHAN ANG MGA NAG-IIPON

Hindi lahat ng vets ay kayang mag-invest sa stocks or real estate. Most of us trust the bank system. CMEPA seems to punish this conservative, safe way of saving. Mas safe na nga, taxed pa.

3. DISINCENTIVE SA LONG-TERM PLANNING

Why commit to a 5-year time deposit if the tax is now the same as a regular savings account? Parang sinasabi ng batas: “Wala nang benepisyo sa pagiging long-term.” This might push more vets to avoid long-term deposits altogether—which kills the habit of disciplined saving.

4. HIGIT NA RAMDAM NG PRIVATE PRACTITIONERS

Middle-class vets—lalo na yung may sariling clinic—will feel this the most. We don’t have employer pensions. We save for our own future. We’re not rich, but we’re responsible. Now, it feels like being responsible is no longer rewarded.

FINAL THOUGHT:

CMEPA might be a good idea on paper, but in reality, it feels like a blow to the honest, hardworking professionals—like us veterinarians—who simply want to grow our savings safely.
