Reading all these comments from netizens bashing the City Veterinarian for simply doing his job makes me sick to my stomach.
Ugali na ba talaga nating mga Pilipino ang magalit kapag pinasusunod tayo sa batas?
We often demand accountability from public officials. We expect them to follow the law, respect procedures, and perform their duties properly. Yet when the same rules become inconvenient for us, suddenly we want exceptions.
We cannot demand strict adherence to the law when it suits us, then condemn a public official for enforcing it when it does not.
The City Veterinarian is simply fulfilling the responsibilities required of his office.

Event organizers should know from the very beginning that all necessary requirements and permits from the Bureau of Animal Industry must be secured before conducting an event that requires such approval.
Compliance should never be an afterthought.
If permits are still pending, then it is the responsibility of the organizers to inform pet owners clearly and honestly that approval has not yet been secured and that schedules may have to be moved.
The blame should not be placed on an agency or an official for properly performing regulatory duties.
FOLLOW THE LAW
Do not ask someone to bend the rules simply because the event has already been scheduled, participants have already registered, or plans have already been made.
A prior commitment does not automatically override regulatory requirements.
If we truly want progress in this country, then we must also build a culture of accountability, responsibility, and respect for due process.

Rules and permit requirements exist for a reason, especially when animal health, public safety, and veterinary practice are involved.
